Yuri was once adviser to Soviet Premier Romanov, but betrayed the Soviet Union to put his own plans to take over the world in action. He is also a very powerful telepath and can control minds, even outright boil them.
A skilled manipulator and technological genius, he has used technology to create psychic super-weapons (Psychic Dominators) as well as cloning technology (can create clones of himself).
