
Warden Samuel Norton is the main antagonist of the 1982 Stephen King book Rita Hayworth and Shawshank Redemption and its 1994 film adaptation The Shawshank Redemption.
He is the corrupt and fanatically religious warden of the Shawshank penitentiary, as well as the boss of Hadley, the prison's head guard. At first he took a liking for the inmate Andy Dufresne due to his abilities to launder money for him; but once Andy discovers a chance to regain his freedom, Norton does whatever he can to prevent Andy from getting out of prison in order to continue with his illicit schemes.

Episode 3[]
He is the warden of the prison, Captain Hero was placed in and makes a point that he will insure they will know discpline. He makes sure the exprement room is ready and allows Professor Chang and Dr.John Orm to insure Hero can be used for experiments as a lab rat for their powers
Norton with Chang observes the experiments and while pretty evil questions why Chang is doing this, and Norton learns the Cartel is looking for solutions to deal with Slade's Empire and The Robot and this was an ideal solution after losing Hero who allied to Bender against them. He asks if Midas will pay him what was promised, and Chang says he will.

Norton then has Chief of Police place Captain Hero back in his cell as a result after Hero is dealt with
When Nacho, Zix, Travoltron, Tee and Luci help Hero, Norton maintains a calm demeanor and blasts Chief of Police for his incompetence, he lets Hadley off due to his good track record and that he owed up. Norton looks throught the cameras and notices Varga was helping Hero and is the other traitor that The Cartel has been gunning for.
Episode 4[]
He has Hadley look down the streets to hunt down Nacho Varga and to bring him to the Warden himself, as he is intent on making sure him or Hero lands in prison or confinement for putting his laundering schemes into danger feeling that with them betraying them, they can expose the cartel and himself. After hearing of Midas's plan to sue Deathstroke, Warden Norton sweetens the deal by isssuing warrants on Merlyn and Guzma due to their past to force a compromise on their ends.
With his fellow prison guards and cops, he finds the scheme of the crime of Anton's dead supplier and knows the group has been here, Aware that someone will slip up eventually and with the destruction of Midas's vending machines it will be the perfect set up to keep The Cartel's enemies where he wants them.
He gets his hands on Merlyn and Guzma and places them in cofinement as part of the arrangement with Midas and has his cops keep eyes on them as he is told to ignore anything Pablo Esacabar does as it's part of what Midas intends to them.
Episode 5[]
With Professor Chang, he keeps an eye on Merlyn and Guzma and tries to break them with solitary confinement to expose what Deathstroke sent them to and to assist Chang in his vendetta against Slade and Bender as it can break a man as he admits to the Professor. He also observes how Pablo hadn't broken them yet with Chang saying that he is allowing Escabar to make the choice himself as Midas wants to do something first before going to Esacbar for helping him with his profit making plans. Norton asks about his cut, which Chang hands him his cut for helping Midas lock them up.
Despite his attempt , Norton is unsuccessful in breaking the two of them seeming to be frustrated how hard they to crack even if he had the cops beat him it wouldn't work since mental torture wasn't enough to do the trick.
Episode 6[]
Warden Norton decides to go with the other cops to deal with the heroes and to bring them in to be killed, as he allows Pablo to bring in his men so he can make it look like the deaths of Guzma and Malcolm are an accident. He tails Bender, Anti Cosmo and Slade spefically as he is intend on bringing his bosses main threats to prison to kill them as Midas wants them brought to their knees like Deathstroke. This is discovered by Deathstroke and Mike through their bugging the prison.
Warden Norton arrives armed intend to bring the main 3 targets of the Cartel to jail so he can have Pablo murder the 3 like Deathstroke's associates. Slade is undettered having figured The cops would follow him and though Norton arrives with guards to detain the evidence uncovered by Slade, Bender and Anti Cosmo. They refuse to go down with the Warden due to Nacho and Hero informing him of the corruption of the Warden threatening Norton if he arrests him, Bender or AC he will expose Norton and place him in prison with all the prisoners Warden Norton kept a look and had Hadley beat on it. Norton refuses to back down, but decides that he will at this point as he knows Slade isn't bluffing due to his empire.
After the failure of the deaths, Warden Norton goes on Pablo for not getting the job done and compromising his status while having to clean up the mess that his men left for him. Pablo says that it was him that allowed it, Norton counters that his men were supposed to kill an archer and a man who's pokeballs they confiscated and yet they failed.
Act 2[]
Episode 7[]
Norton and his cops are set in the prison cell for the night as they are waiting for more direct action to be taken and reported. When he is quick to realize something, he becomes aware of the break out commited by Luan and Harry who manage to outsmart him and his cops in escaping. Though the cops don't know how, Norton does and punishes Officer Affable for helping them escape and decides to carry out Midas's orders to sent the police out.
Episode 8[]
Intent to capture Luan, Captain Hero, Celes and Harry for committing felonies, he allows the cops to put wanted signs and advocates that it doesn't matter if they are dead or alive as long as he gets them. Norton does hear that the cops did manage to catch them to go undercover and failed to find them after they escaped. Sam Norton does suspect that something might really go on with Merlyn and Guzma having escaped, he is proven right when Midas is sued for dealing with Norton and Pablo. Norton freaks out, but clams himself as he can keep his laundering money plans secret and can brush off what he did with Midas was a mistake.
Episode 9[]
Norton decides to go all out and orchestrate a plan to assist his allies to ultimately deal with the heroes as a way of taking revenge on them for blackmailing him. Through him, Sam is able to get Midas what he has in mind for his plans for anyone refusing to hand farm land to him namely Morgana.
Episode 10[]
Professor Chang and Norton overhear how Yates and Flass did in Jump City. Chang is not pleased that they lost his tech and failed to throw Slade in jail who got one of his own henchemen after him and now has to deal with more trouble. Norton knows Tom Hagen is now in the heroes's custody and panics that he may tell the heroes of what Midas did as a result of betrayal. Chang reassures him that if Hagen was to tell, he would have the entire Cartel on his back.
Episode 11[]
Arnold Flass and Warden Norton arrive with a new attorney who is more willing to bend rules and this is what Midas would like in Gavin. Midas has Gavin sign off on his plots to auction off water and start the bidding. As he needs it sanctioned with a truly amoral lawyer and that Midas will sell the water for high prices and could also use this for protection purposes for this as well.
Midas annoyed by the lack of efficency of the police decides to have Byron and Officer Affable bring in Yates and The Chief of Police in so he can terminate their contacts with him. The two officers bring the other two to Midas as Warden Norton, Frank Underwood and Doug Stamper decides to keep his eyes on the heroes at the auction
Bringing in Yates and Chief of Police, Anton kills the latter for failing Midas and Eladio and decides to send Yates back to jail until he can do better. Professor Chang has a new cop and a more efficient one to bring into their operations that Midas had waiting in the wings. Officer Tenpenny who can be more than trusted with this mission. Eladio approves Midas's decision to do this and so does Norton
Episode 12[]
G-LO is placed in jail and she is greeted by Warden Norton who was placed in charge of her and that he will oversee her in her time here in jail which will be for even he doesn't know how long as Putty decided on it. G-LO is anxious now that she has a stain on her record.

Episode 13[]
Warden Norton sanctions off the drug work for his associates when it comes to what they are doing as a pragamatic play and later assists the villains in getting reinforcements to use against the heroes going to Russia. He admits he wants revenge on Anti Cosmo, Slade and Bender for that blackmailing play against him earlier by setting them up to drown at sea.
Episode 14[]
Norton and Hadley's presence in the cell is to insure Bean, Captain Hero and The Space Bandits have to be fully be able to hide their evidence of Captain Putty when it comes to the endivence building against him.
Professor Chang and Milton Midas decide on sending Norton, Officer Tenpenny, Putty and Hardley to Russia to acquire Solider Boy for them as they pointing out how long it takes for the project and what Vostok informed them of. Norton corners Bender, Slade, Anti Cosmo, Luan, Wile E, Harry, Dee Dee, Mop Girl, Mysterion and Merlyn and Norton wants revenge on Bender, Slade and Anti Cosmo. He orders them arrested and finds out Solider Boy is fighting them too and that he is siding with the heroes which has Norton decide to inform Chang of this as well as Vostok of this to pursue the group based on their double cross even though Midas betrayed Bender first.
Episode 16[]
Warden Norton attempts to deal with Bean and her friends, as well as Captain Hero when it comes to clearing G-LO's name, realizing how much dangerous Tom Hagen is after telling them of what Putty wanted to do, he has the other cops under his order kill him.
He tries to have G-LO brought away from the cell with Hardley and Affable, only to learn Affable was helping the heroes break G-LO Out and this doesn't please him. He is tired of the all the betrayal and decides he needs to do something about it.
Episode 17[]
Norton has his men go to capture Officer Affable and he puts with Darkwing, Gosalyn, Launchpad, Ada Wong and Jimmy Neutron who The Cartel captured trying to learn their operations, as he leaves Zed and Maynard to plan their way with them.
Episode 18[]
Norton had his men kill Officer Affable for betraying the Cartel and informing Bender and his friends of the situation, and Norton assists Midas in putting the screws on him, Slade and the others by showing him what they did to Bender's friends of M.O.D.AB and what Professor Chang will do to Slade's Empire after realizing Slade won't budge either.
Act 4[]
Episode 20[]
He and his illicit crimes are exposed by Bender and his friends with the assistance of Slade's empire and realizing he will be prosecuted the way he did to others. Norton kills himself by shooting himself.
