Victor H. Ramos is a character from the Call of Duty universe.
He is voiced by Steve Wilcox.
Ramos was the head of the Research and Development Division (R&D) of the Federation, and is basically the closest ally to the Fed's best agent, Gabriel Rorke. He was one of the men responsible for the construction of the LOKI Space Station.
Future Warfare[]
Ramos will appear in a flashback to 2067, when he is executed by David Talon for his past affiliation with Albert Wesker, which get's Talon forced out of the B Team by the President of the United Republic of Nations as Ramos' execution was out of pure hatred, going against rule article #5.
After the events of Next Generation Island Tour, Ramos took control of Loki and Wesker's Alliance as he was the only major member that remained.
