It's revealed that he is Trevor Slattery, a drunken british actor who pretended being the mandarin to keep the secret identity of the True Mandarin

However even then Aldrich Killian wasn't the True Mandarin infact he and Trevor Slattery was impersonating the real mandarin and he wasn't too happy about him seeing his legacy butchered by those two and has Trevor Slattery kidnapped from prison and be subjected to torture before he kills him off.
