The Chief is the head of the T.U.F.F agency. As the Multi-Universe begins going through tough times. He decides he must recruit other universe's heroes. He appears in Slade strikes back and recruits on Bender, Starfire, Jorgen Von Strangle and Jimmy Neutron and he also helps Dib and the others too on occasion. The Chief is crazy prepared and has prepared death certificates in case someone needs to fake their death. He did this with Bender during the Jack of Blades arc and when he learned of Jimmy's death he recruited Skipper since he came along with Bender when he did so. The Chief also apparently recruited Axel, Django and Lizbeth too with the 2 former being with Bender when he left for home and Lizbeth to be a under the table agent for him in case.
Despite his size he is more than capable of being a leader and he serves as the on and off boss for Bender, as proven in Slade Strikes Back and the Jack of Blades Arc. He returns To be The B Team;s chief where he is on N.Sanity Island
