The Cartel, was a Mexican drug cartel active in at least two states: in Michoacán and in Ciudad Juárez, Chihuahua Mexico, across the border from El Paso, Texas.
The Cartel controlled one of the primary transportation routes for billions of dollars worth of illegal drug shipments annually entering the United States from Mexico.
Unquestionably ruthless and danger in their by using decapitation, multiation and dumping them in public as a way to put fear in their rivals, the law and the public.
The Cartel is very hierarchial and rather cross on top of the fact. The Boss is Don Eladio and what he says it basically done. His most trusted men are Don Juan Bolsa and Don Hector Salmanaca and closest Capos.
Each of them have their own crews, reponsibilties and areas they controlled, Evey Capo and Cartel member of the Cartel are subordinates to Eladio and he decides how things are done and his blessing required most of the time. Often though Eladio has his number 2 guy Bolsa pass down instructions
The Cartel was one of the most powerful criminal organizations (if not the most powerful) before its destruction in a feel swoop at the hands of Gus Fring a rival drug kingpin and former distrubtor who posioned them out of revenge for his best friend and lover's death
The Cartel is one of the two central antagonists overall of Phase 4 alongside Dr.N Tropy, while he served as the overarching foe of Team Free Will namely to Lydia and Lincoln, they serve as the main villain to Slade's Empire and The B Team .

The Cartel is among the over arching villains of Phase 4, but mostly to The B Side with Bender, Deathstroke and Slade opposing them in particular which makes sense as Gus and Mike are part of Deathstroke's group and have grudges against The Salmancas and Don Eladio. Marcy Wu, Bender and Slade's group have been actively opposing them as well.

The Cartel are the main villain group of the story and represented mainly by Becker who in turn answers to Juan Bolsa and Eladio Vuerte with their intend to go after Slade and his building empire as Slade, Anti Cosmo and Bender crossed paths with The Cartel before the story as Slade had Bender help him deal with The Cartel as they were pursuing his land and trying to kill him and he couldn't trust anyone other than Anti Cosmo, Bender, Celes and Harry Wells
Double Life Emergence[]
They are the main villain group who go after Bender's team and Slade's Empire in revenge upon realizing how much of a threat they are to them. They were involved in the events of the Chinatown events that Bender prefers to forget as do his friends to some horrific things they had an hand. Slade also has his own beef to deal with there too as well. President Deathstroke and even Team Free WIll's Lydia Lopez and Lincoln Loud go up against them too. They are at the height of their power here
The Prankster Point Paradox[]
The Prankster and her villains have affilations with The Cartel respectively with some members breaking off and others staying loyal.
Chapter 4[]
The Prankster got into contact with the Cartel between chapters to recruit their help with her plan. Only desiring their money and resources, she works with them to establish her owns plans but has no real loyalty to them show case disgust to their way of terrorizing the public. She and Lorenzo both out are against this yet Putty sees it as an opportunity for more money.
They are sent to Duck Manor to rob and attack the residents and make off with Scrooge's millions. They are mostly foiled by Marcy, Bender, Slade, Anti Cosmo, Luan, Harry, Scrooge, and their assssocaites inclduing The Green Family but not without securing a lot of the World's Richest Duck's money
As everyone investigates, Bender who murdered a lot of the members took some of the Ids and handed them to Marcy and the two theorize that this is Cartel work all right. The two realize that didn't sent their A Players and they decide they need a word with Gus Fring due to his war with The Cartel despite his associations
With Tom, The three talk to Gus at his restaurant and tell him about the attack on Duck Manor. Gus reveals that this is the work of the Juarez Cartel's head man himself Eladio. Marcy asks why would he, Gus confirms he is greedy and has no true care of his earners and will bring anyone who can pay big. Bender decides to try a recording of this move though Marcy warns Bender that The Prankster will antcipate this and that he can't just assume it'll work, She knew about the bugs
Marcy and Bender state The Prankster has them all played and has been playing them all well. Though as Bender put in, they have kept up with her so it's an even handed match. They don't know The Prankster's plans, where she's hiding and all, but Prankster doesn't everyone in the group, isn't aware of the 3rd bug that Bender reveals that came from Gus's own empire and their other plans.
Gus interrupts and tells them that anything cartel related will be reported to him of course.
Chapter 5[]
The Prankster, Captain Puttty and Lorenzo contact Don Eladio and Don Bolsa. Captain Putty and Prankster ask for more operatives to help in their plans to acquire more money for the Cartel so they can get provide resources for them. Eladio isn't so sure on this since Prankster is new, Putty states that they brough more money than most earners and that earn some rights to some goons. Prankster isn't so deterred and states she can handle a lot herself and that if she can provide intel or whatever, she will be fine as she is aware that someone is operating as a mole to the enemies of the Cartel.
Bolsa and Eladio hear out Prankster and she explains that the two heads of their oppositon know the man and that they took out their men at the Mc Duck Manison and that it might be good to probe for weakness and to keep an eye on the girl with the mutliversal traveling powers to fatten their wallets
Don Bolsa agrees to this and states Prankster will go far with that kind of moxy, something Eladio states as well as that they will be in touch. Putty seeing dollar signs and a big payout decides to get the Cartel stuff while the other two stay
Razorbeard alongside Kaptain Skurvy, Don Boy, Bash, Bella and Cartel Enforcers try to attack Cleo and Celes so they can a dna sample of the former. Cleo manages to cause the ship to crash after a long face off and then Celes basically just freezes their ship in place and tries to force them not to move.
Chapter 6[]
Hit Girl, Wolverine and Callohun all go after the F.O.W.L Members and Cartel enfrocers and fight off all of them to prevent from getting to the others in the Limosuine and to keep their other friends safe. Despite the vast numbers they all face, the three of them very much have the upperhand due to a lack of training and more reliabilty on fire arms which Bender does snipe every now and then when they get too close.
Wile E, Cleo, Ms. Marvel, Libby, Ace and Hilda are in the seedly part of town as they are observing the work of the Juarez Cartel
King Andiras holds up Wile E and Libby who are leading the steak out as they observe them at the Gentleman's club with Don Bolsa and Don Eladio trying to make deals with the Springfield Mafia with Lorenzo Suave, Bash, Bella, Mafia Goon, Shocker and Fat Cat basically being present. Lorenzo hides his disdain for the Cartel's greed with his usual snark.
Don Eladio and Don Bolsa then leave telling the Mafia to think about it.
They meet with Deathstroke's associates, King Andrias, Wile E and the others as Gus hides to make sure no one knows of his dealing with and against Eladio and the Cartel. Wile E points at a gun at Don Eladio stating that that have their answer for the Mafia and their answer is no. King Andiras takes his sword, Ms.Marvel uses her powers, Ace prepares to fight and Deathstroke's associate are armed. Eladio instructs his men to attack them
A Big Shoot out occurs between everyone minus Libby and Hilda who are just trying to figure out the resources of the Cartel are really.
The Juarez Cartel, Bash, Bella, The Mafia Coon, Shocker and Fat Cat are basically brought to the bring by King Andiras, Wile E, Cleo, Ace, Kamela, and Deathstroke's associates, They are still unwilling to hold down against them until Lorenzo tells them to go and this is all dealt with
As Bash, Bella, The Mafia Goon, Shocker and Fat Cat leave, Don Eladio and Don Bolsa discuss with him about what Mrs. Safrass has in mind. Lorenzo states that she just needed them for their resources and money and she managed to be able to earn them more money so it's a good deal. Don Bolsa warns Lorenzo that dealing with the cartel and using them won't go off easy. Lorenzo being calm points out that it's not a matter of using them, they have money and clearly that's what they are motivated by and that's all as he sends them away
Chapter 7[]
The Cartel is brought back into the picture when they arrive alongside the cops to want The Prankster under Captain Putty's tip off. Putty revealed he got into contact with them once more and has them go after Sassfrass so he can watch her be killed by them for betrayal.
However this is brought to nod by The Prankster allying with Bender and Marcy to defeat him and The Cartel and The Cartel takes a good chunk of damage from dealing with the combined forces of all the oppopents they have.
Epilogue[]
The Juarez Cartel has been revealed to have mostly crippled as a result of Bender, Marcy, Their friends and The Prankster's actions. While not all of them are encountered for since Putty allowed some of them to escape in order to pursue the organized criminal business for Don Eldaio as Gus contiunes his war with them with the help of the heroes

It's revealed that Big Jack Horner was part of the Cartel himself like certain criminals in the multiverse and was among the reasons Gus, Mike, Bender, Slade, Anti Cosmo, Marcy Wu and their allies were hunting after him and Emperor Belos,
Chronicles of Zaragoza[]
The Cartel is the other main group of the 8th Chapter alongside The New Reischmen. Don Eladio and his Capos try to Slade, Anti Cosmo, Bender and their friends/allies once for all and stage an assaination early on. After an accidental time travel to the future from Dakota and Cavendish, Libby Stein leads the other heroes of her gang and some of Bender's allies in tangem with Mike working with Team Rocket and The Bad Guys as well as Celes with Slade's Empire to deal with them. When Bender, Marcy and the 3 heads of Slade's Empire arrive back and working together they kill the vast majority of the Cartel apart from Paradox, Yates and Hector Salamanca
Paradox is stuck in prison in the future, Yates was arrested and Hector was abducted by Mike and The Bad Guys to bring him to Gus Fring.
After Don Eladio and Thawne's defeat respectively, the cartel men that were killed were dissolved in an acid bath by Slade's Empire
War of The Streams/House of Disenchanted Cards[]
They serve as the main villain group of War of The Streams with Frank Underwood taking control of it waiting for Don Eladio's death to do. He is a traitor to The Streaming Resistance who oppose him and his group. Frank decides to one up Eladio and Becker and target Slade and Bender and works to ruin their names as president and kill them if they refuse. The latter's two allies face him and the Cartel is eventually dismantled for good. Though Captain Putty is still at large among the members loyal to the Cartel.
