Russ Cargill is a Simpsons character and villain. He is the head of EPA and the main antagonist of the Simpsons Movie. Cargill proved himself to be quite insane when he tried to nuke Springfield after sealing the town in a giant dome.

Russ Cargill however found new employment with The Patriots and he became their leader, ready to use this new power to make sure he gets his plans around the Multi-Universe. While Porter and Beckett died, Cargill escaped from defeat but he had different plans apart from his Patriot Plans.

Russ returns to get revenge on Homer Simpson for foiling his nuke plan. He works with Discord to do this and kidnaps Marge, Bart and Lisa Simpson. Russ Cargill tells Discord he has a plan that requires his sub-coordinate Gideon but he is out as Discord reports.
