Rocky is the small and touch guy and also the brains of the duo, while Mugsy is the dumb, tall, and gullible henchmen.

They both join The Criminal Empire to help make ideas for Kingpin's group and want his help from his members in their criminal operations.

Act 1[]
Episode 5[]
Anton recruits them to help deal with the tracker situation where he joins up with Nasty Canasta, Glowface and Titan to deal with the heroes as Luan , Harry Captain Hero and Slade are preoccupied.
Episode 6[]
Accompanying their allies they infrom Professor Chang of what the jello girl and Slade's associates have gathered back at Slade's empire. They are aware that Slade is trying to dig into Chang and discover his role as the traitor to Slade's Empire. Rocky is then present for the murder of the water comissioner which he commits with Jack Horner and El Mar Verde.
Act 2[]
Episode 7[]
Rocky and Mugsy accompany Midas and Underwood to the construction of what the former is doing with Lake Chapula. He and his partner are here so they can dispose of more laundry in the lake as Chang informs him that he may have another corpse to do this as well soon enough.
Episode 10[]
Jack Horner, Rocky, Mugsy, Nasty and El Mar Verde all seen by Lydia, Lincoln and friends as who Midas decided to have work to assassinate them for destroying his recipe and sneaking around. Rocky, Mugsy, Nasty and Jack Horner engage with their weapons against the heroes and their own weapons while also fighting Anton who arrived on his own terms and having no loyalty to either head just doing what he sees as the proper decision or what Eladio thinks on.
Upon being caught by Syphia, Rocky and Mugsy had their own encounter with Judge Holden with Nasty Canasta and were terrified of his depravity and decided to tell Jack Horner who actually took a beat down from Holden earlier.
Episode 12[]
Daffy and Speedy manage to arrive to where they needed to go and discover Vanzilla and another car but they don't see anyone in their and just see pigs. Daffy and Speedy question how are all these pigs here with the duo checking them, The two consider getting the pigs and decide to bring them with them. However to the two's shock, the pigs are caughy by Midas's allies Nasty Canasta, Rocky and Mugsy who are bringing them back. Daffy and Speedy both go racing afterwards using hole formula.
Midas has Rocky and Mugsy try to capture or kill Frank Underwood and Doug Stamper after Midas took care of Jack and Hector, though the two are able to escape from them and others.
Act 3[]
Episode 13[]
Rocky, Mugsy and Riff Raff return with the money that peddled into the drug operations that Midas had put into effect with Gosalyn being used and they inform Hector Salamanca of what he is doing to his business.
Episode 14[]
Teaming with Nasty Canasta, they go to attempt to put a stop to Deathstroke and Stan's plan to free the animals they helped imprison with Midas.
Episode 15[]
Rocky, Mugsy and Riff Raff then all rejoin with Nasty Canasta, Anton and Pablo to attempt to kill Jack Sullivan's friends as a way to deal with out they have outlived their usefulness to MIlton Midas.
Episode 16[]
Rocky and Mugsy join Pablo Esacabar, Riff Raff and Nasty Canasta to go after Darkwing, Launchpad, Jimmy Neutron and Ada Wong where they attack them to keep them from discovering what the Cartel has done and to capture them for Midas.
Episode 17[]
The aformentioned gang report to Captain Putty on this and that they are told to keep track of the 4 of them. With Pablo Escabar, The criminals discover Leon's corpse and how he was buried by a gun shot to the head which Neutron was able to discover who even did the deed.
Act 4[]
Episode 19[]
He, Mugsy and Riff Raff are used as pawns against the heroes so Midas can complete his agendas. They are arrested by the heroes despite their stand and are placed away
Episode 23[]
It becomes obvious that Eladio and the Cartel have been planning to set their bail to escape so they can commit crimes another day, though they still have serve a manadatory amount of time under bars.
The Prankster Point Paradox[]
Chapter 1[]
Chip Whistler contacts Rocky and Mugsy after looking through Organzied Crime hirees and recruits them to the mob under The Prankster. Mugsy and Rocky are given an assigment to help him to attack Bender, Marcy, Cricket Harrison, Libby, Cleo, Grime and Wile E. Rocky and Mugsy attack Grime and Cricket though Chip wants to have Cricket to be savored for himself.
Rocky opens fire on Grime and Cricket who manage to avoid it and Mugsy attempts to hold them down which he does to Cricket. Grime though manages a get away and smacks Mugsy on the foot with his hammer. Mugsy complains about his foot, Rocky tells him to shut up and finish the job. Cricket gets free and pulls down Rocky's pants and Rocky embrassed pulls them up and Grime smacks him straight on the chest with his weapon.
Rocky undettered continues to shot at the team as they get away. He is only stopped by running out of bullets. Shocker calls him pathethic for being a head of a gang, Rocky states he at least is a head and not an enforcer. The Donbot stops their fighting and states that there is a time and a place but not now.
Chapter 2[]
Rocky and Mugsy are next seen with Chip Whistler and Lorenzo Suave. Mugsy again annoys Rocky with his stupidty. So Rocky ditches him so he can have a chance against Ace and Hilda who are purusing the mob respectively with the help of Deathstrokes's associates Guzma and Gus Fring.
Rocky tries to shoot at Ace and engages with him to see what Captain Putty was talking about on the previous encounter. Not relaizing that Ace is a meta human, he finds himself running out of bullets and decide to get the rest of his men to pursue the money business in turn
Chapter 3[]
Rocky and Mugsy both are recurited by The Prankster to go after the The heroes in Scotland as part of her plan and she advises them not to target any innocent people.
Mugsy accidentaly gets the attention of other people and Rocky tries to make an plan to get more money for the boss, though this plan is foiled
Rocky and Mugsy both leave to go after Tom, Sasha and Grime. As the three leave the area, they are held up by Rocky and Mugsy and their men. Grime doesn't take this seriously and tells them to just leave before he beats them down. Rocky shoots Sasha in the arm to prove he's serious. Grime decides to attack them in turn. Mugsy hinders his boss because of his incompetence and allows Grime to smash Rocky with an ax to the face. Tom states that Grime clearly has this under control, Sasha tells Grime she'll try to help with this. Tom, Sasha and Grime all decide to deal with Mugsy and the rest of the hencmen under Rocky and Mugsy.
Grime kills both Rocky and Mugsy, with Tom and Sasha watching in turn after the rest of Rocky's men are killed.
