Officer Frank Tenpenny hails from the Grand Theft Auto San Andreas Universe.
He is voiced by Samuel L. Jackson.
Tenpenny is a corrupt law enforcement cop of Los Santos Police Department and leader of C.R.A.S.H.
Kingpin was very particularly interested in this man and recruited Tenpenny and made him Fifth in command of his Criminal Empire since he really knows how to manipulate the local authorities and put the fear into rival criminals that would dare step into his ground and be forced to work for him. Officer Frank Tenpenny wants to control all the cities of the Multi-Universe of his choosing and spread the influence of C.R.A.S.H. into the crime ring.

Episode 11[]
Milton Midas hires Tenpenny to take charge of his corrupt cops and this decision is improved by Warden Norton and Don Eladio. As it turns out Tenpenny and Flass are in on Midas's plot with this and discuss when Milton wants to use it
- Milton Midas is discussing his plans with Professor Chang and Officer Tenpenny about how he will run the Cartel when he takes over from Eladio. They are the ones who in particular made it possible as he has kept the heroes off his radar for dealing with this. Once he does, he will make moves against Hector Salamanca, Jack Horner and Frank Underwood. Tenpenny and Chang advise him that Horner and Salamanca are too preoccupied to deal with him, but Frank is on to him
Anton hangs up to tell Midas that Eladio and Bolsa wanted to see him on something. Milton Midas decides to put his plot into action now, with Professor Chang. Tenpenny though as something to do though the trio suspect that this meeting is Frank's intent to get rid of him.
Tenpenny joins Captain Putty to see that Bicep had finally figured it all out on Putty. Bicep questions Putty for his traitorus ways. Putty explains that it's about money he did it for the money, and that now that Bicep knows Putty is a traitor, he needs to kill him so Bender and his friends cannot know what Putty has been up to. Bicep fights off both Putty and Tenpenny and he puts a great fight against them, but is overwhelmed by Tenpenny's brains and stall and then Putty forces himself into Bicep and causes Bicep to choke on Putty and then Bicep just dies.
Episode 12[]
Pablo, Gavin and Tenpenny arrive and place the rats in cages as Midas says it's time for a new leader and he sanctioned it off with Gavin and Tenpenny. Milton reveals he tried it before with a rot that turns people into pigs in the water supply and that he watched 4 adults turn into pigs. He tells Pablo and Professor Chang to follow him to to do this and Tenpenny to chase down the heroes on his orders so he can bring them down and kill Tom Hagen. He needs a message he needs to send to Frank Underwood.
He joins Midas in busting Bender breaking into Don Eladio's House and makes them drive to see Morgana as they have trespassed on property and then handcuffs Bender and Dr.Wells while making a point to prevent them from stopping their own plan to abduct Morgana. Using his dirty corruptions, he helps Midas take Gosalyn.
Act 3[]
Episode 13[]
Officer Tenpenny assists Pablo and Putty in deciding to cover up the crimes commited and to force Gosalyn in peddling Drugs, as they are intending to insure the drug empire goes as smoothly as it does with Milton Midas now in the director's chair. Though he is also given an assignment to eventually meet way with the Colonel, Midas has connections to persumably arrest The Kids, and Team Rocket for their actions.
Episode 14[]
Captain Putty, Ten Penny and Kurbritz end up chasing off Lincoln, Lydia, Team Rocket, Alice, and Krel as they go down over areas to capture other shadow Pokemon with Iron Masked Marruader trying to have them killed. Alice and Team Rocket go down to the Under, with Lincoln, Lydia and Krel go into the lab with Ein trying to deal with them using Shadow Pokemon
The Three manage to arrest the team after everyone regroups and attempt to finish the Hoenn Shadow Pokemon tasks.
Officer Tenpenny joins up with Putty, Norton and Hardley to go after Slade, Anti Cosmo and the rest of the group with the intent to take Soldier Boy away from them as Midas decides he wants his project and he can't wait any longer.
Episode 15[]
Being Brought back from Russia by Midas, Tenpenny is given a task to keep his eyes on the other heroes so Putty and Midas can put their plan to effect.
Episode 16[]
Under Gavin and Warden Norton's orders, he kills Tom Hagen and discovers Officer Affable's betrayal as he like Tom Hagen has been giving info over to The heroes about their actions and what Putty has been doing to scapegoat G-LO.
He and Captain Putty are also involved in setting a trap for something as they took advantage of Midas's food business set up as a method of retaliation which is targeting M.O.D.A.B as it is shown when he spied on Lydia and Lincoln when they managed to get their hands on some of Midas's goods.
Episode 17[]
Being informed of Darkwing's investigation, he follows and discovers that they have found out about Leon's death at their hands with Pablo which he tells Captain Putty. Captain Putty and Officer Tenpenny eventually find and successfully attack/arrest Darkwing, Launchpad, Jimmy Neutron and Ada Wong for breaking quarrintine orders instilled which they had no idea of since Tenpenny and Putty managed to keep the papers from showing it.
After seeing that Dib, Bubbles, Lizbeth, Milo, Boomer, Nina, Edd and Starfire having being turned into Chickdatyls through Midas being able to insure they that eat the food he made, He with Captain Putty and MIdas have them attack Bender as Putty and Midas want him to pay for going against him with the Soldier Boy deal.
He later captures Officer Affable, and puts him with Darkwing and his group where he managed to break Zed and his partner out of jail and intends to use them to torture the group
Episode 18[]
Tenpenny and Putty murder Officer Affable, for betraying them and the Cartel which they make the heroes see on Midas's orders. Then he later particpates in the final stand alongside Colonel Kurbitz against Pyrrha and Toby's group which ends with him deciding to know when to fold em and heads out as Kurbitz is arrested herself.
Act 4[]
Episode 19[]
Midas orders him and the cops to capture and kill Bender for exposing him as well as Slade and his empire to after his pawns are safriced this Tenpenny agrees to
Episode 20[]
He, Flass and Captain Putty attempt to put an end to the heroes and he is killed alongside Flass at their hands due to the assistance of Doug Stamper aiding the heroes in dealing with Midas and The Cartel.
