The National Office of Security Enforcement (NOOSE) is a government law enforcement agency from Grand Theft Auto that's primarily responsible for heavily armed police responses. NOOSE is based on the Special Weapons And Tactics (SWAT) Teams, National Security Agency (NSA), and the U.S. Department of Homeland Security.
