Michael Toreno is a character from GTA: San Andreas.
He is voiced by James Woods.
Toreno is a Government Agent (possibly for the CIA) and acquaintance of Carl "C.J." Johnson. He got C.J. to work with him in exchange for his brother's release from jail.

Toreno will have former Project Freelancer agents Michigan and California work with him after a mishap with the NOOSE agents (called and sent by Principal Cinch) in exchange for proper pardon for the actions committed by Dr. Leonard Church and the clearance to eliminate Russian Bratva leader Ray Bulgarin.
