SATO Admiral Fredrick Raines (Codename: TOP CAT) is a character from Call of Duty: Infinite Warfare.
He is portrayed by John Marshall Jones.
Raines is the head of the SATO Fleet, as well as the friend and mentor of then Lieutenant Nick Reyes. After the original Captain of the UNSA starship Retribution, John Alder, was killed after he ordered his ship to collide with the SDF Supercarrier Olympus Mons to drive it away, Raines promoted Reyes to the rank of Commander, putting him in charge of the ship and everyone on board.
Raines would stay behind on Earth to coordinate the remnants of the SATO Fleet. Later, he and STRATCOM approve of Reyes' plan to lure the SDF 8th Fleet to Geneva in order to wipe them out with the AATIS Guns. However, this went wrong when SDF sleeper agent Akeel Min Riah escaped custody thanks to the remaining SDF forces on Earth. Riah destroys the AATIS Guns, rips his transponder from his body and smashes it. As a result, the SDF 8th Fleet and the Olympus Mons receive an "all clear", in which SDF Admiral Salen Kotch proceeds to fire on the UNSA HQ building with the F-SPAR Laser on the Olympus. Raines was killed in the resulting destruction of the HQ.
Along with 763 crew members of the Retribution, including Alder and Reyes, as well as all of the crew members of the UNSA Tigris and its commander, Maureen Farren, Raines' name was inscribed on the walls of the UNSA Memorial Hall.
