Francis "Frank" Underwood is a corrupt and vile politician who serves as the House Majority Whip, and later serves as the Vice President of the United States and then became the President of the United States. Frank is the main protagonist of the Netflix original series House of Cards.

Frank Underwood is one of the major villains of the storyline and the most promient Cartel leader other than Midas. Frank Underwood is in a power struggle with the eagle, despite what Eladio and Bolsa want him to work with Midas. Frank Underwood is the cartel leader most involved in trying to expose, take down or kill Milton Midas.
Act 1[]
Episode 1[]
Frank Underwood and Doug Stampler are present to see Professor Chang being inducted into the Cartel and they are ready to take some action against Slade and Bender. Frank has Doug take more direct attention, as he is building up and using The Streaming Resistance at the time to accomplish his own plans in taking down someone who worked under him he set up.
Episode 2[]
Frank is told by Stampler about the kid who eavesdropped on their plans unknowingly, Underwood decides that Horner needs to go or be taught a lesson so they orchestrate a way for Jack Horner to do by going to the Holloaway kid. Though Doug offers to help, Frank decides to place him in the hotel shoot out play to lure Bender and Slade out to the opening which Doug does. Frank and Doug manage to get Jack Horner called to question for his competence when he fails to kill Bender and friends twice. Frank and Doug feel the only reasons that Eladio let Horner in was due to weapons and business front.
Frank does learn of Chang's deal with Midas and decides to make some investigations with Doug at the forefront.
Episode 3[]
He is belittled in his eyes by Don Bolsa about Midas's success with Eladio. While he couldn't care less about this, he wants to control the Cartel himself as he says alone to Doug Stampler and the duo managed to use the Salamancas and uncover what Chang has been doing at Goodkin University. Frank though has some awareness this won't be enough to rid of the eagle and that he will have to take some drastic actions for some, though not for him.
Episode 4[]
Frank discovers what Midas was up to and decides to call a meeting with Eladio to bring Midas out of the rank of favored one with The Salamancas and Big Jack Horner. Their plans don't work as they expect despite Frank's proof that MIdas is planning things without Don Eladio's knowledge. He is told to get along under pretenese when really he should be dealing with his rivals, Doug Stamper and Frank decide to play it calm and cool.
With Professor Chang and Dr.Orm he discovers that Anton has killed his supplier which Frank appreciates the ingenuity of the action. He and Doug then meet up to discuss the lawsuit Midas put on Deathstroke and the arrest plans. The two note how Midas will just keep favor from Eladio and Underwood feels he can't accomlpish his plans fully if Midas just keeps doing his thing and they decide to settle on seeing what the heroes can do.
Episode 5[]
He and Doug used Jack Horner to discover the reservoir that Midas is using to irregulate water and what he may be doing with it. The Two decide that they must report this to Eladio to insure that he can do something about the eagle. Stamper offers to take him out, though Frank warns that he can't make any move at this point due to Midas's position and it will lead back to him.
He is then seen visiting the prison and with Johnny Orm at that who he belittles for his work at cloning and how easy it was to deal with it. He snuck in a phone for Pablo so they can settle down on killing Guzma and Merlyn now that they have to as Chang wanted to insure they do.
With the meeting between the cartel leaders, Frank decides to tell Bolsa of what Midas has been up to and his operations at the lake, which he had Doug find out about from the Salamancas. He is unsucessful at this though unlike Hector he remains in control. He admits that Midas may have the approval to go ahead, but he will note the eagle will make a mistake that will be too hard to ignore.
Episode 6[]
Frank hears what Doug tells him about what the two Bunnies are telling the others. Frank decides it's in his best interest to keep them alive and tipped as he will need every pawn he will need in his own war against Midas despite what Doug insists.
With what he hears is going, he has Doug follow the kids so he can use them as a way to discover the acitvity of Pi-Pi and Midas regarding the latter's water park. Though Doug isn't able to track them succesfully afterwards, he is fine with this as he knows the kids will discover something it's just what he has no idea will it be.
Doug Stampler is driven back to Underwood by Doug Judy to find what he has uncovered, Underwood and Stampler add it to their file against Midas as the two can tell Midas and Pi-Pi have something corrupt going on here and that Lydia Lopez and Lincoln Loud suspect something as well. Stamper also informs Frank of Midas wanting a 55 page warrant on Bender.
Frank and Doug decieve Midas saying they have to trick the eagle when it comes to the game of poltics as they sit down and play with a chess board together.
Act 2[]
Episode 7[]
Frank accompanies his allies in the Lake Chapula situation as a front which is proven when he catches G-LO though doesn't snitch on her to Midas as he is intent himself to see what Midas has in mind when it comes to the water.
He is also there to witness what is going on with Machine Head and Titan, as Underwood is able to tell Titan also wants out of the game but keeps this infomation to himself to use for his own needs as he needs every card in hand to deal with Milton. This is further proven when the Traitors of Bunny, Claude and Doug are captured and Frank makes a point to not have them killed under pretenses they could tell them what they need to know first.
Episode 8[]
Frank is informed by Doug about the Bliss Drug that was used and that the two have a suspicion that his fellow associates went behind his back and used it anyway on the traitors. Frank decides that he know the ones that tipped off this will discover this and he will go to see them himself.
Frank makes himself know to Bender and Slade's group, introducing himself to them and informs the gang as well as The Spot of what actually happened to the three and how it was Bliss that Midas had managed to acquire from outsiders. He isn't trusted by Slade's allies or Bender's allies since they suspect he is clearly up to something. A Valid claim, as while he is telling the truth, he clearly wants to take over himself. Upon noticing the Bunnies and Doug Judy's withdrawal symptoms emerging, he makes a point to take them to the hopsital to make sure they know he's the reason they are alive.
Frank is present for the trial Milton Midas has at Deathstroke's hands, He lifts no fingers to help his associate as the president did find a way to bring down some of Midas's actions. Though Milton is still active, Frank is content that the eagle is taking a loss.
Episode 9[]
Frank orders Doug to go after the Bliss duced people and to keep them detained as he is intending to bring a stop to Midas's plans, though more due to pragmatism rather than concern for who is effected.
He later makes another appearance spying on Bender and his friends taking on Milton and trying to catch him. Frank locks Milton in a room and allows Bender, Luan, Wile E, Stan and Wendy to corner him and is quick to notice Midas's escape plan that he uses upon using the leverage of overdoses on the kids.
Underwood is called into a meeting about his lack of action by Eladio and Bolsa as it doesn't amuse him that he acts more independent that any of their other heads. Frank gives a faux apology to thei as he has Doug Stamper play cleaner crew with the Bliss situation. This is how Frank Underwood decides to like Bender to build evidence and discredit Milton, and to prove he is not acting within Eladio's best interests and for himself.
Frank Underwood arrives at the blown up lab where The Bliss was being experimented, he inspects this and noticing how Midas is trying to keep any of his tracks blocked. Doug Stamper is able to extract something Midas was trying to hide from them and learns of one of the things Milton did before Slade and Bender arrived down here and informs Frank. He has been keeping his eye on Dee Dee as well as he wants her to learn what happened here.
Episode 10[]
Frank Underwood corners Bicep, Dee Dee and The Space Bandits and makes it known that of course what they were looking into was a ruse by Midas. He explains that it's all money with him which they do admit they know. Underwood states that money is what dicates favorites in the Cartel world and that Midas is already in the spot with the head capo. This is something to consider
Frank Underwood returns to Doug and tells them that now the kid knows about how the real world works it's time to set the next part down for Midas. Doug has some glossy files about Midas sanctioning the transfer of a mutant monster that he is using for his farm plan. Frank does think and asks if it's about peaches.
Frank and Doug have hid themselves from acid rain as well over hear and while Frank does have to give credit for Midas's plans being all about power like him. He is still agahast at the fact Midas is acting insane like this for profit and that he has Doug destroy the recycling factory to hurt Midas. Frank did this as a measure of revenge since Midas's actions killed his bodyguard who he saw like a son to him. Frank believes the next course of action is to pass on the info of this so he can insure Midas is closer to be busted by Eladio, Bolsa and the heroes eventually themselves.
As Frank and Doug arrive in the limousine. Frank has Stamper bring Dee Dee back to her friends as he observes Titan, Glowface and Lorenzo do work for Machine Head and that if They go against him Machine Head can consult Professor Chang and have them sent off to Russia and be exiled there. Underwood decides on finding out what Chang is hiding. Midas and Professor Chang having become unamused decide to start consider firing others, Underwood peaks on this plotting how he can deny Midas any more success.
Episode 11[]
Milton Midas reports to Don Bolsa about the loss of his lawyer and that he will rat on them due to scruples. Frank is clear to overhear this and is pleased at the idea Hagen is selling him out, and gives Doug a order to keep tailing him to see if he can erode Bolsa and Eladio's trust of Midas. At the water auction, he and Stamper keep their eyes on the heroes and note that someone will uncover Midas's plot with this
Upon seeing Midas's new cop ally, Frank Underwood and Officer Affable both show awarity that this guy could be a big problem. Frank found out things about Tenpenny could be tempted to turn on his own allies for money based on what he does know. He decides to have his file preserved so Midas can't discover how to deal with him when Midas decides to kill Frank.
Through Doug, Frank Underwood discovers Midas's plans with Rat Rot, and he plots to insure they are safe from his plot against everyone and to keep themselves safe from him. Frank and Doug are both able to discover Milton Midas's plans that he is using contaminated water with rat Rot to control the public, and that he is extorting money out of people for protection from his secret to them gang associations and his plan to use shadow Pokemon as one of many ways to do so and to cure them from what his Rat Rot.
Frank sets a meeting with Don Eladio and Bolsa and tells them that Milton Midas is clearly plotting against them all and is doing many double deals behind them and that he needs to be killed for this. Frank doesn't have any loyalty himself but is at least not being so increasingly obvious about this like Midas or so callously disregarding.
Frank Underwood hears from what happened with Machine Head, Jack Horner and El Mar Verde. He is a bit taken back at the resistance being formed though he deicdes to roll with it and see what results will occur especially after seeing that Machine Head and Jack Horner have managed to kidnap Lorenzo, Glowface and Titan for revenge as a result of betraying them
Episode 12[]
Frank Underwood spies on Jack Horner and Machine Head putting Lorenzo, Titan and Glowface through torture or sub-ordination for betraying them and overhears how they aided the heroes in Arcadia
Frank then overhears from Pablo that Midas will meet Eladio at his mansion as he was told of this and the death of Bicep. Underwood decides to take this opportunity to see the fall of his biggest obstacle in the group of the Cartel
Frank and Doug discover Midas pulled one over them and has left Eladio and Bolsa incapacitated and that Frank failed to get one over him and now he's in charge. Frank stares down Midas as he taunts him and Midas has Underwood watch to see what he can do and what he will for those who work against him like Frank and Doug Stamper. Frank Underwood and Doug Stamper escape immediately to see who will follow Midas and who won't.
Milton releases the rat rot into the river and pollutes the rivers with his poison and decides that he will spreading the rumors of what has happened here with the river and then he places the rats in a contraption to make rat's milk. He is also given 4 pigs, which are Lincoln's parents and Lydia's parents that were the first test subjects of his rot before he when for Rat Rot/Frank Underwood and Doug Stamper observe this and Frank has it caught on video and keeps it to himself and manages to avoid Nasty Canasta, Rocky and Mugsy who try to capture Frank Underwood and Doug Stamper. He also finds about Midas getting the traitors ratifyed by his rot.
Frank Underwood has Doug Stamper go to pretend to be on Midas's side so he can deny the eagle a micronum of victory if possible. As he locks his office and puzzles his next plan against Midas. Frank and Doug both talk about the death of Morgana which Stamper did to deny Midas something. Frank and Doug need to start a rebellion against Midas as Frank rationalizes and he finds he can't even go back and decides he may need to follow this imposement by the president. Something with have to go with them as he needs all the help he can to drive Midas down now that he's the last one standing against Midas as that is the way of power and politics.
Act 3[]
Episode 13[]
Frank Underwood, Doug Stamper, Captain Putty and Pablo Esacabar all end up a in a meeting with Midas afterwards as he allowed Underwood to operate still due to needing his cunning. Doug and Frank Underwood decide to take initiative in their hands now and undermine what Midas is plotting through this. He has Doug slip info to Machine Head and Jack Horner about what Midas is planning to his own business so he can try to pit his other cartel imprisoned associates to go up against Midas after Frank is done with him.
He also discovers Officer Affable has been acting as a mole to the heroes as well after what happens, even confronting him directly. That being said, he decides to let this go as he needs every resource he can to take down Milton Midas.
Frank also discovers Chang's sanctioning of Leon's murder and has Doug send it over to Deathstroke and then to the heroes to build the case to further destroy Midas's operations as he needs all sides to be played here.
Episode 14[]
Captain Putty and Professor Chang report to Frank Underwood and Doug stamper about the Solider Boy project and he learns from his wife Claire that the gang has been dealing with the Russians and Frank instructs Claire to insure that the heroes get back with Solider Boy as they will use him against Milton Midas.
Frank also runs into Toby and his friends and informs them further of the Solider Boy project and informs them of their common foe MIlton Midas and that they could co-operate to deal with the eagle. Toby and Guzma are unsure as is AAARRRGGHH! though Team Rocket rightfully point out, that Underwood is the only person who knows anything about how to deal with Midas. Later, Frank and Claire discover Professor Chang's plot with the Colonel and that they intend to arrest Lincoln, Lydia and Toby and hold them in confinement and decides to have something dealt with to undermine the operation.
Episode 15[]
Frank arrvies in Herogasm with Doug and Claire to see Bender and the gang where he has make sure Bender doesn't try to kill Doug for what happened with Morgana. Frank provides intel to the team about Midas and that he is fighting off Midas like they are despite being part of the Cartel like Midas.
Frank then assists Jessie and The Space Bandits in deicding to clear the charges of G-LO by proving Captain Putty is very in his intent to set G-LO for fraud and discovers Putty is setting something up with some others as well. Later paying a visit to a fellow president in Deathstroke to discuss a deal when it comes to Midas as they are investigating his recent concession stand.
Frank had Doug bug Midas and Chang and this ends up causing a struggle where he and Doug are threatned that Midas will kill them for treachery with Professor Chang's own gear, He is able to escape and is pleased that his struggle against Midas allowed Bender to bring Solider Boy to Russia.
Episode 16[]
Frank decides to have Officer Affable dealt with to keep his affilations with The Cartel secure and to make sure the horse he is betting on to win against Milton Midas, this he reinforces by sending Doug to investigate what Midas has been doing with his business to destroy it.
Later, he prevents Bender's arrest at the hands of the Cops who Midas decided to sent to have him arrested.
Episode 17[]
Through Doug, he gets intel from him on the Fire Storm Project and has him deliver Felicity to Deathstroke to insure their alliance is more legit as Frank makes a move to build his future rank in the Cartel by dealing with Midas.
Episode 18[]
He and Deathstroke get their reinforcements ready to fight off the Cartel as the situation goes for a do or die situation for them as they must work together to find a way to break quarantine which Deathstroke put in effect due to what Milton had did.

Frank gives order to Stamper to deal with as he looks into the Cartel's files with the group and advises that the way to deal with the siutation with Midas without red tape is to go for his crooked attorney which the heroes do indeed do by capturing Gavin under the instruction of Deathstroke and Saul Goodman
Episode 20[]
After this result, he airs on TV the crimes Midas has commited using the envidence Bender gathered on him, but he is almost killed by Midas trying to switch his mecicine on him and that Bender kept everything he gathered on the Underwoods themselves in case things went south. He shows admiration for this ruthless pragamticism and decides to further the progress by calling in the Streaming Resistance to deal with The Cartel as well. Before he collapses from the stress that Midas has put him through.
Episode 23[]
Upon Recovering, he goes to a meeting with Eladio who was restored and is promoted to Midas's former spot for being the only one on to Midas and getting rid of the traitor and that Bolsa was able to provide a quick recovery for him. Frank informs Claire of what went down and visits Doug in the hopsital to discuss what when down and what will be next regarding Their opponents.
War of The Streams/House of Disenchanted Cards[]
Frank Underwood serves as the main villain of the storyline where he is also established as a high ranking member of the Cartel. With Don Eladio's death, he takes over as the head of the Cartel and using his role as the President he uses this to give plenty of wee way to his actions allying his Cabinet with him.
Hungry for more power, he goes after establishing alliances with President Wilson and deciding to destroy the president respectfully for refusing him. With his cabinet, he also tries to follow the Cartel's plans and take away Slade's Empire to kill the man and intends on exposing him as the bad guy he is. He also targets Bender as well and is out to have him exposed for his actions and alliances with both the president and Slade. He taps the latter's phone in response to Bender bugging his headquarters with Dale's help respectively.
With his crew, he traps Slade in his empire and has Bad Bean go after Bender to prevent him from getting involved. Frank decides to also take over the Streamverse luring out The Streaming Resistance to go after him. He was once an ally of the streaming crew but turned on them as they outlived their ability to help him. He also is the corrupt president of Hobie Brown's universe and more than anyone Hobie is who Frank Underwood wants out of the way. He also has his allies go after Slade, Anti Cosmo and Bender to keep from interfering.
He and his many followers go away out of their way to keep their enemies on the run and personally gets his hands dirty by murdering anyone who gets too close to his truth of his actions. Through this he makes enemies of his former allies Bunny, Claude, Doug Judy and most prominently The Spot.
Frank realizing how much the heroes are against him decides to safrice all the chess pieces on the board to maintain his power and nearly kills Bean, Stan Marsh, Dale Gribble, Hobie and the others though he is defeated by Hobie as well as Ace Savry Jr. respectfully
Underwood is abducted and brought into in Slade's world where Slade and Anti Cosmo get their hands on him and his entire cabinet. Frank confronts the two with Bender in tow with them with his allies and meet their end at Anti Cosmo, Slade and Bender who also deal with his wife and don't bow down to Underwood's blackmailing attempts on them and how he'll leak the truth about them.
