Lieutenant Frank Mercer is the main antagonist of Need for Speed: Heat.
He is portrayed by Josh Coxx.
Mercer is the leading officer of the High-Speed Task Force, a division of the Palm City Police Department aimed at stopping street racing throughout the city and surrounding areas.
To the public eye, he sounded truly devoted to his duty. In truth, Mercer is a corrupt and trecherous man who launched an operation to take numerous street racers' cars through illegal impounding for his own gain. His operation would later be discovered and exposed, causing him to be suspended from the police force and to go into hiding. He would later attempt to ship the cars he stole, but his operation was later blown entirely when numerous street racers lead the cops to Port Murphy where the cars were being prepare to ship out. Mercer tried to escape in the BMW M3 GTR, but Ana and the main protagonist stopped him. Torres confronts and possibly kills Mercer after being stopped. The police department stated that Mercer is presumed dead despite having yet to find a body. However, recently with the release of the new Need For Speed: Unbound, though unconfirmed by developers, it has been possibly confirmed that Mercer is alive, with a vehicle delivery mission on Thursday night of Week 4 mentioning that, upon completion, a person who goes by the title of "The Blacklist" requested a car delivery. The vehicle the player is to deliver is the same BMW M3 GTR, given the livery and build of the vehicle, that Mercer had owned in Need For Speed: Heat. It can be presumed that Mercer survived, was later arrested, and upon his release moved to Lakeshore.

Mercer was a former member of the Order of the Just. He was expelled by Cloe for corruption when he was caught trying to execute a target that was needed to be brought in for questioning and possible reforming, while secretly being recorded on camera.
