Fourth Echelon (can also be writen out as 4th Echelon, officially abbreviated 4E) is a "blacker than black" clandestine special operations and counter-terrorism unit that answers solely to the President of the United States.

Fire Rebelion Storyline[]
It recently began operations around the multi-universe along with W.H.O.O.P, which would basically be Fourth Echelon's Totally Spies counterpart. Their current mission (along with W.H.O.O.P and the Brotherhood of Steel) is to capture the KND Universe's most dangerous villain, Father.
This came after Fourth Echelon ended the Blacklist and defeat Engineers leader Majid Sadiq.
