Emperor Pilaf is a character from the Dragon Ball series. He is a small, blue creature who dreams of ruling the world. Because of this, he craves the power of the Dragon Balls.

After the end of the Dragon Ball series, Pilaf himself remained alive and well. He allied himself with Dark Lord Empire Federational Apocalypse-United Villains to kidnap the heroes, including Kamen Rider OOO. Suddenly, he is slain by Hibiki Tachibana.
