Don Eladio Vuente is the overarching antagonist of the Breaking Bad franchise, He was the boss and main don of the Cartel, even higher than both Juan Bolsa and Hector Salamanca, which makes him the employer of various Cartel members we see throughout the series, including their various associates like Gus Fring, whom he first met in circa 1989 and is one of the few to know about his mysterious Chilean background.

Don Eladio is the overarching Villain of The B Plot of Phase 4 and the central villain of both Slade's Empire and Bender's storyline. Alongside Toffee, The Smoking Man, Dr.Nefarious Tropy and Vecna, he is the most influencal foe of the storyline
Though he isn't as recurring as they are, He is the employer of Kontas Becker, Captain Putty Big Jack Horner, and has affiliations to the Prankster Mob before some of them betrayed him and his Cartel, He is also a central foe of Deathstroke and his Associates due to Gus Fring's alignment with the President.
Anglesmith Origins[]
Chapter 1[]
Eladio is informed by Bolsa of Becker's acquiring of the map and learns that he intends to expand their territory and use Slade's Empire and land to do just that Fascinated with the idea, Eladio approves of Becker's plans and gives him permission to put this plan into work. As he is aware that Bender previously opposed The Cartel and that Slade and Anti Cosmo have taken on the Cartel Goons as well. He sents his operatives to get rid of them.
Chapter 2[]
Becker reports to Don Bolsa, Becker requests some more troops to help with this as he has his other men tail the two respectfully. Though Don Eladio questions his ability to do his job, though Becker argues he is capable and he does have the map and that he will accomplish what he has in mind for the Cartel
Chapter 3[]
He hired The Terrible Trio to assist the Cartel in getting the Infosphere.
Chapter 4[]
Eladio manages to call some more favors to help Becker and his plans for them. He does call into question why Becker is trying to use corrupt police as the Cartel as a rule about helping D.E.A as well as the Salamancas as Hector tells them. Blane tries to sell some services to Eladio, but he turns them down, he has Hector give The Twins and Tuco their instructions for what to do with Kostas.
Epilogue[]
Don Eladio is lounging around and hears of Becker's death from Bolsa at the hands of Bender, Slade and Anti Cosmo. Eladio admits he was wrong to underestimate them and decides to take an patient approach in regards to them. They should keep up usual Cartel business, and when an Opportunity arises they need to take it to go against the group.
Double Life Emergence[]
Have Lost both Becker and later Chakai, Eladio decides to take approaches to deal with both Slade's Empire and The B Team, by getting his cartel capos Hector Salamanca, Frank Underwood, Jack Horner and new comer Milton Midas to help out. All the while bring in his own assassins and intel men to go over after the two teams causing his Cartel and more importantly himself trouble.
Act 1[]
Episode 1[]
Eladio goes to war with Slade's Empire and he orders multiple attacks to insure Slade has to give up control to him. He also decides to bring in multiple allies a new cartel leader to replace Becker and then Chakai who Bender killed to stop him. Eladio has Bolsa deliver the instructions to the others as he lays around the pool too lazy to do anything, he brings in Professor Chang and inducts him as a head cartel leader for his work. Bolsa calls him and tells him about the arrival of Slade's Empire and Bender in China Town from his corrupt cop connections, Eladio decides to put a hit on the two and puts all his cartel allies on them.
Episode 2[]
His only appearance is that he oversees the dealing of Tortunga for ratting the Cartel out onto Slade though he lets his sub-ordinates do what is necessary as he brought into Pablo Escabar to help with operations.
Episode 4[]
Frank Underwood, Doug Stampler, Hector and Jack Horner try to expose what Midas is doing with Eladio so he can get rid of him annoyed with Eladio's favoritism towards the eagle. Eladio dismisses this due to Midas's usefulness and tells them that they need to show some honor towards him for his work, and heckles them for being late on payments or not giving enough deciding to set them against each other before they get an idea to betray him. Eladio does so, under the pretense of having them work together to make more money. Being more concerned with Varga and Hero as well. helped
He meets back with Midas who he invited that and he is more than pleased to see Midas manage to beat the lawsuit against his corp and that he can appreciate the capability Midas has against their enemies. Eladio insists Milton's way must be followed by the others despite what they want. Eladio evens approve of Midas's water project as well seeing his business ways as practical for bringing in more cheddar and expanding the organzation.
Act 2[]
Episode 7[]
He approves of Jack Horner's request for assistance and brings in Machine Head to assist with this operation all the while allowing Midas to go with his own new drug despite being upset with Midas for not informing him he was dealing with an outsider.
Episode 9[]
Gus and the other associates of the Cartel had a meeting with Eladio who wants more out of what they did compared to Milton Midas. He tried to get Gus and his associates to use Bliss, which Gus decides to disguise meth as Bliss so Eladio can't decide to kill Gus right then and there for not going where he wants.
Due to Frank Underwood not being present at his last meeting, Eladio calls Underwood into a meeting about his lack of action by Eladio and Bolsa and his unwillingness to deal with the rest of his partners.
Episode 11[]
Midas annoyed by the lack of efficency of the police decides to have Byron and Officer Affable bring in Yates and The Chief of Police in so he can terminate their contacts with him. The two officers bring the other two to Midas as Warden Norton, Frank Underwood and Doug Stamper decides to keep his eyes on the heroes at the auction. He discussed his plans with Don Eladio who agreed with this as both noted how Bender, Luan, Slade and Anti Cosmo still walk free to thwart their plans.
Bringing in Yates and Chief of Police, Anton kills the latter for failing Midas and Eladio and decidies to send Yates back to jail until he can do better. Professor Chang has a new cop and a more efficient one to bring into their operations that Midas had waiting in the wings. Officer Tenpenny who can be more than trusted with this mission. Eladio approves Midas's decision to do this and so does Norton
Frank sets a meeting with Don Eladio and Bolsa and tells them that Milton Midas is clearly plotting against them all and is doing many double deals behind them and that he needs to be killed for this. Eladio decides to go schedule a meeting with Milton Midas to discuss Frank's allegations.
Episode 12[]
Milton Midas and Professor Chang arrive at Eladio's poolside and Midas has Chang meet with them as he uses some vital he has on something. Eladio and Bolsa call a meeting with Milton Midas and Professor Chang about what Frank Underwood has accused him of in his actions to betray the Cartel for himself to go on his own. Midas denies claims of this and just tells them that Frank is acting out of not being the top dog and that he is trying to sabotage him. Eladio and Bolsa act about Midas's projects which Midas explains he is doing this to increase profits for them and that Underwood needs to be taught a lesson in team work. Eladio does agree and says that he is aware Midas is using his ability to make money is without equal, but he needs to know who is boss and instructs Bolsa to keep a eye on Midas. Midas agrees until he slaps Don Eladio into his own pool. This horrifies Bolsa that Midas just threw Don Eladio and Midas says he is going to take over the cartel and tells Chang to throw Bolsa in which he does and the two swear to kill him. However Midas just says they will enjoy their new life as rats and the two are turned into rats
Act 4[]
Episode 23[]
Eladio is brought back to his normal self through the heroes and Eladio takes back charge of the Cartel and decides to erase any knowledge of Midas as pay back to him and his followers for trying to take his spot. He decides to appoint Frank Underwood to Midas's former spot as a result of him being onto Midas since the start.
The Prankster Point Paradox[]
Chapter 5[]
He is contact with The Prankster, Captain Putty and Lorenzo Suave as well as Customer Service from NME. Captain Putty and Prankster ask for more operatives to help in their plans to acquire more money for the Cartel so they can get provide resources for them. Eladio isn't so sure on this since Prankster is new, Putty states that they brough more money than most earners and that earn some rights to some goons. Prankster isn't so deterred and states she can handle a lot herself and that if she can provide intel or whatever, she will be fine as she is aware that someone is operating as a mole to the enemies of the Cartel.
Bolsa and Eladio hear out Prankster and she explains that the two heads of their opposition know the man and that they took out their men at the Mc Duck Mansion and that it might be good to probe for weakness and to keep an eye on the girl with the mutliversal traveling powers to fatten their wallets
Don Bolsa agrees to this and states Prankster will go far with that kind of moxy, something Eladio states as well as that they will be in touch. Putty seeing dollar signs and a big payout decides to get the Cartel stuff while the other two stay
Chapter 7[]
He is referenced by Captain Putty when he betrays The Prankster and decides to snitch her out for hindering the Cartel's plans, when Eladio will skin The Prankster like a snake or decapitate him with Captain Putty
Chang's Guide To The Galaxy/Countdown[]
Don Eladio has Big Jack Horner work with Emperor Belos to insure of their plan and to blackmail the Loud Family namely Luan to work into the business to get the upper hand on Bender. Under Eladio, Jack Horner causes trouble for the heroes before Bender, Luan and the others get involved and ultimately kill off the Bakery Gangster.

Chapter 8: Earth X's Last Stand[]
Eladio decided to finally have Bender, his friends, Slade and his empire killed and has his most dangerous capable assassins go after them at the hotel. He and his men then tie with Celes, Libby, Mike, The Bad Guys and Team Rocket trying to have them killed. Eventually he is ambushed by all of them and the returning Bender, Harry, AC, Slade and Marcy and is killed by the group of the heroes.
