Dr. Shinkuro Isaka(Weather Dopant) is a power hungry mad scientist who wanted to surpass of overthrowing the main villain of Kamen Rider W, Ryubee Sonozaki in the evolution of by finding gaia memories from the victims he murdered to absorb into himself as part of his experiments and leave off his lair to test these new powers as the Weather Dopant by mass murdering innocent people as the damage is enough to suffice on how greatly improved his abilities are.
