Hugo Strange is a character and villain that hails from the Batman universe. He is a doctor in Arkham Asylum, but despite this he has a lack of empathy and cares nothing about his patients. He is dangerous as he knows Batman's secret identify and once tried to sell it to Two Face, Joker and Penguin.

Dr. Hugo Strange is revealed to be blackmailing Interpol into arrest members opposing his boss's teams and enjoys torturing others. He is recruited by Discord to serve Vilgax for his master intelligence.
Strange is more than leads on. Dr. Hugo Strange has been responsibly for Heloise's violent ways and for her father's death and he collaborated with Iron Queen (Her mother) To have her killed for being different. He sadist taunts Heloise while unaware of King Julian calling up Interpol on him and Skipper shoots him. Bender is disgusted by this and goes so far to call him the 3rd most depraved person he ever had the displeasure of meeting. He arranges around Sari to watch her die when he is attacked by Bender, Finn and Skipper and then killed by Heloise as revenge for what he did to her.
