Douglas Wayne Shetland is a supporting character in Splinter Cell Pandora Tomorrow and the main antagonist of Splinter Cell Chaos Theory.
He was the CEO and Founder of a Private Military Company known as Displace International (later known as Black Arrow after his death). He was first seen in the series as a hero helping to stop Sadono from releasing Smallpox viruses compressed inside devices known as ND133s.
At the begining of Chaos Theory, he informed Third Echelon about Bruce Morgenholt's kidnapping and how he lost 3 mercs in the process. However it was revealed that he actually played a part in the kidnapping.
He revealed that his actions were driven with the beliefs that the current U.S. government was corrupt to the point where he was trying to throw the world into war and commented that he has to tear the U.S. down and start over. He was later killed by his old friend Sam Fisher.

Shetland was brought back from the dead by Azula and rebuilt Displace International under support from Azula and a rouge kingdom from a different planet.
