Dick Hardley is a mad scientist and villainous scum. Out of all Powerpuff Girls Villains he is clearly the most despicable and evil villain of them all

Dick helped Joker with his plans and tortured Emperor X and his son and then he mutated into a monster to hurt Dib and his friends so Joker could make his move. He was able to go back and enough time The heroes got back at Hardley a.l.a Bender ambushing him and driving a car into him.
