Conrad Verner is a young man from the Mass Effect series and a huge fan of Commander Shepard. He is first encountered on the Citadel, excited about meeting Commander Shepard. If the commander if a female, then he would address her as the beautiful Commander Shepard. Such things he would ask for are an autograph, a picture of the commander holding out their gun and would claim that he has a wife multiple times. He would even offer to become another Spectre. However, it's very clear that he's not qualified to become one. One of the things that Shepard can do is hold a gun to his head as a means of creating a scenario that Spectres would have to deal with many times. This would terrify Conrad, making him walk away regretting ever meeting the commander.
In Mass Effect 2, Shepard would encounter Conrad again on Illium if he was either charmed or intimadated by the commander. He would be found at the bar Eternity wearing a replica N7 armor trying to talk the bartender into handing him the deed to the bar. This was because he was tricked by the owner of the weapons kiask into believing that she is an undercover cop and that the bar was afront for selling the illegal drugs, Red Sand. However, the commander found out right away that the kiask owner was lying and Conrad easily fell for it, which would bring up a potential sidequest that can't be acquired without Conrad. After the sidequest is complete, Shepard would tell Conrad to go home and let Shepard take care of the rest.
Despite Conrad being pathetic and not very bright, he was passionate about what Shepard has done for the galaxy and humanity and felt that he needed to step up and do something, even though he wasn't exactly doing anything right.
In Mass Effect 3, if Shepard succeeded in keeping Conrad alive, he would show again, this time back on the Citadel. He was found working with Cerberus because Shepard once worked for them, yet again making another dumb choice. He was distracting bystanders while Cerberus was sabotaging the Medi-gel stores. At one point, Shepard was under attack by a Cerberus contact. Conrad would risk his life for Shepard to which he would have actually died if Shepard hadn't taken care of the sidequest involving Jenna, otherwise Jenna would use her Omni-tool to sabotage the agent's gun. From there, Jenna would be impressed with Conrad risking his life for Shepard and the 2 become acquianted with him through him knowing Shepard and later on, good friends.
