The Citadel Council is the governing body of the Citadel. They are the major authority of Citadel Space. They pass judgement, settle disputes between governments within the galaxy, and maintain law and order in it. They have the final say in who becomes a Spectre and they are often careful with their selection.
The Council consists of the turians, the asari, and the salarians. The humans were later on accepted a seat in the Council after their role in saving the Citadel from Sovereign.
In the beginning of the game, they refused to hear the accusations of Saren as a traitor and without any sufficient evidence turned down the claim. However, as soon as Shepard presented them of proof of Saren's betrayal, they revoked his Spectre status and made Shepard the first human Spectre.
Shepard and the Council don't always see eye-to-eye and very often have trouble with convincing them of his claims to be true, be it Saren or the Reapers but are willing to provide some support for him in his travels.
Shepard can choose to either save the Council or let them die during the Battle at the Citadel. After the battle, they appoint the humans on the Council with Shepard choosing either Anderson or Udina to be the first human Councilor.
If the first Council dies in the first game, the second set appears in Mass Effect 3, showing to have different personalities from their predecessors.
