Cheng Zhi was a Chinese national and former government official who turned to terrorist activities after feeling betrayed by his country.
During Day 4, Cheng served as Head of Security at the Chinese consulate in Los Angeles. When Consul Koo Yin was killed during a raid on the consulate, Cheng was appointed by Deputy Consul Su Ming to lead the investigation. Cheng eventually learned from one of the agents involved that Jack Bauer was behind the attack on the consulate and captured him at the end of Day 5.
The Bad Guys and The Boys[]
Cheng Zhi attacks Deathstroke's forces respectfully with this men which leads to him getting help from the Boys and Bad Guys. When questioned on how Deathstroke needs help regarding the terroist, it's because he did so on Kang's orders
Cheng Zhi's scheme worked as he lured out the teams to deal with him through Kang. As Kang's right hand man he leads multiple attacks on the group and manages to strain them as well. He also learns of Spider Punk and the others too during his attack and infroms Kang of it
He takes matters in his own hands, and attempts to blackmail Deathstroke as well as the agents of his actions to get their help, which was why he allied with Kang. When refused he burns down The X Files with First Elder to get rid of him, Mulder and Scully who were investigating him. Kang and him attack the poltiical allies of Deathstroke and threat the others into giving them what they want
Cheng Zhi takes actions and decides to follow through with his nuclear plans, he is however foiled by the agents and Deathstroke and is killled by Deathstroke for threatening his multiverse, his allies and his people.

Cheng Zhi appears as an agent of the Empire infiltrated into the army of the Republic of Zafftra. He poses as an allied agent from the People's Republic of Da Han Jong.
