Cecil is Sideshow Bob's younger brother and a Villain from The Simpsons Universe. He is more than evil than Sideshow Bob in his first episode along where he tired to kill Lisa, Bart and his own brother for no reason other than the money. Cecil escape from Prison and Joins Phobos.
Cecil thought he was killed by Jamees Moriarty, but he faked his death and joins Zorg alongside Deacon,Reela,and Andross.
