Cecil Stedman is a major character in Invincible. He is a government agent in charge of the Global Defense Agency. After the murder of the Guardians of the Globe, he attempted to find the killer, but soon discovered it to be Omni-Man.
Cecil presents himself as cold and authoritative, but underneath he is a caring individual. Despite this, he is not afraid to do whatever it takes for the greater good.

Chapter 2: Past, Present and Future Unite[]
Cecil is called by Steve and is told of the Solider Boy returned by Scott Cecil gets a hold of Tech E, Felicity, Spider Noir and Freakzoid and calls Betty as he prepares to see Steve. They discuss The Solider Boy, his men as Felicity and Tech E have been doing for their work on finding out and about Lizbeth. He instructs Betty to keep her eyes on Lizbeth to see if she can deal with this going on
Lizbeth, Cassie, Ren and Kelly meet Jack and Kate with Peggy and they head into the headquarters. Where they meet Cecil, Tech E, Felciity Smoak, Betty and Freakzoid, with the former briefing them about the events.
Cecil tells Lizbeth of how he observed her time in Solider Boy and now that she has been becoming a bit more like the hero she used to be. He sees it as time to get her involved. He also had his own encounters with Soldier Boy to try and stop him from doing his own things against them.
Kelly, Antman, Tech E, Freakzoid and Cecil all deal and fight off Solider Boy's men who attempt to ambush them Cecil and Spider Noir meet back up and Spider Noir gives him the info and they all decide they need to make a new temp Hideout.
He manages to fend off Solider Boy's men and the army as they make their way to the base. Cecil immediately settles in and has Felicity set up as soon as they arrive.
Cecil talks to Scott and says he will handle Cassie in this regard. He with Tech E, Ren and Kelly meet up with Cassie as they discuss her actions in stealing the Pym Particles and dousing herself inn them. Cecil decides to hand her a super hero costume, as now she will be joining up with him with Lizbeth in the reformed Vought who he co-operates with and The President
The Group makes a pit stop to the outside, basically escaping lockdown. Cecil is aware that Solider Boy will not let this go unbridled, Though he must wait as Tech figured this out too. Colonel Kit Coyote and the Sergeant are waiting telling Solider Boy as he works with Simon Sinister intend to also harvest Cassie's DNA to use in the suits he has which Sharon took from the Pym Family. Cecil is not going to let this and with some tech that Tech invented he takes the first shot to deal with The Kit Coyote and his sergeant.
He over hears Betty and Ren discuss recruiting Commander McBragg, he doesn't agree thinking he should be in advisor situation and not in a fighting spot for his age
Despite this, he decides to be reasonable and states that he'll let them make the call to see how their judgement is.
Kate and the others manage to head to where they know Commander McBragg and they manage to find him and work to get him brought into the battle. Cecil has Betty, Tech and Felicity look into something he began to suspect with the abduction of Steve and Peggy
They follow him to get to the base of Solider Boy which Betty, Tech and Cecil managed to find. Cecil informs them he did so before they left as he knew this would happen. Cecil and Tech find out what Solider Boy's designs are and have Betty and Kate radio Lizbeth about this. SB is trying to rebuild his own handlers in Vought and sees using meta human DNA/ Supe DNA as an answer. And that he sees it as an upgraded Compound V
With help from Kit and Oakely, Cecil and the group break in and he restrains plenty of Solider Boy's men with his upgraded weapons he had made for the occasion.
Joining up with Tech, Betty and Felicity they manage to deacitvate the further attempt to use the Winter Soliders and personally escorts Lizbeth, Ren, Peggy and Steve to safety after their fight with Solider Boy and Sharon Carter. Though he is successful, Cecil states that Solider Boy isn't gone just detained for the moment, this he is proven right about when Solider Boy does resurface.
Chapter 3: Solider Boy's Final Stand[]
Cecil, Tech, Betty and Kate find out about all this as Betty managed to observe the arrest and told him of Payback 2.0's return. Cecil and Tech both feel vindicated in their suspicions as Betty explained to them.
Cecil talks to his superior which turns out to be Larke Tanner who has become the president of the northern multiverse Cecil re meets up back with the kids and informs them about his real connections to the President and Neo-Vought
He reveals the history of them just like Tanner. Cecil is aware that nothing is really safe here with SB on the prowl
As it's not safe to do anything where they are, the group on Larke's ideas decide to head to the northern multiverse. Cecil notices his account was frozen and knows Solider Boy was behind this
Unknown to the others he had their contact look into this and learns it was through Nolan Sorrento. Cecil defends his men from the others after arriving, he decides to try some contact with Mcbragg who he learns found some band of heroes that he is trying to help get home
Cecil decides this could work out and tells him to keep him updated.
- Cecil takes on the Winter Solider, Unlike the girls he and the boys have a bit more trouble with Winter Solider due to being more skilled than Abomination.Cecil pulls them out to basically go get Hughie, The Hanna Barbera Heroes and Felciity were in contact with.
He then detains Winter Solider himself and uses the Hanna Barbera Heroes to insure Lizbeth and the others safety by sending them after Cassie, Tech, Connie and the others respectfully.
Cecil observes the activities and states that the kid will be doing just fine if they managed to pull one on them. He does tell the Hanna Barbera Heroes to help them get to safety as he helps the others expose Solider Boy.
Cecil sees the heroes in their hospital rooms and gives some time to them until they're ready as he learns of Mcbragg's Death and visits his grave telling him that while it's sad to see him go. Cecil is confident that the heroes of Neo Vought will be able to commit to what Mcbragg has does.
Chapter 4: Dread The Unknown[]
Cecil is approached by Betty and warned of the invasion of the alien invaders under Lord Commander. Cecil knew this day would come and prepares his plans against them as he has dealt with Virtums like Nolan Greyson/Omni Man and the Flaxeians himself. He decides to have her , Steve, Peggy, Scott and goes himself to get the heroes.
He informs them of what is going on and they need to help them with this. Cecil leads them to ground zero and they fight the aliens. Even though Cecil did significant prep time, he notes how this is beyond anything else he has dealt with at this point. Though Cecil is determined to learn more about these adversaries and feels Larke's contact may know something and asks her if Betty can send something to them. Larke allows this and Cecil contacts Betty to send a request for information on past invasions like this.
Cecil discusses what will be going on as he is able to tell what Lord Commander is looking for, he reveals he has Moon Cake and that Commander is after him to get it. He hears that Ren is offering the group sanctuary in Japan. Cecil decides that they can use this to divert the Lord Commander and his guys by bringing Mooncake with them and being more prepared
He approves of using Larke and Betty's serum work on Lizbeth as she is unconsciousness as they will use it to cure her and to make her like Peggy and Steve. He also decides that the parents can't go with them and that Cecil will keep his eye on them.
He also notes that Cassie is going on a revenge fueled mission against The Lord Commander and while the others join her, Cecil basically has to talk her down from acting insane and that they will help to avenge Scott Lang just not this way.
Cecil with Larke arrange a travel way to Japan as they make base, he has Mooncake with him and tells Lord Commander to see what he'll do now against them. Tech asks about if he intends to get them in trouble this way. Cecil admits he needs to put the needs of the many over the few, he wants to help his young allies and knows his old allies may have to risk themselves but he's thinking for the future and he will still keep an eye on them.
It turns he also has the Tesseract too as Tech, Betty and Dynomutt learn and Cecil states that he had to keep that away from the Guard as well. He also sends the Phantom Thieves, Lizbeth and Allen to investigate something that happened. Cecil explains he needs to do what he has to do to make sure the majority of their firepower is not on their friends. He sees the Martians coming for him and due to being more prepared this time he and the others manage to take them out before getting back to the heroes
Cecil reports this and he believes that they need a more secure place to talk, hence the remote island they go to. Cecil discovers what Larke and Betty found out and gets to work with a plan to deal with the Guard.
Cecil and the other super heroes go to get the tesseract knowing Lord Commander wants it, as it needs to be on them at all times as the Guard will find it. They do get it, but they find themselves dealing with corrupt politicans and Mozer with the Martians. Due to Cecil's continuing preparation they manage to deal with these forces as he was working on anti martian equipment and allen weaponry. Cecil discovers what both Lord Commander and Raven Beak are really wanting as Raven Beak wants them to give him the Tesseract and find themselves fleeing when he sends an E.M.I.S atfer them. They do get the Tesseract to safety and bring back to the group. Cecil also states that Raven Beak is clearly a challenging foe as his machines are basically unable to be dented and warns the others that it may not be a good idea to engage them as he has Tech analyze them for further study.
Cecil has Betty and Allen investigate some work he picked up and finds out about what the Mawkin Guard is up to. He and Larke manage to get a rocket and get to their space station where he orcherstrates a plan to lower the Mawkin Guard's allies by dealing with Poltra, and the others on board. Cecil does notice Cassie's inner anger and decides to have it checked up on by The Final Space Crew, as well as Kelly and Kate in the event it distracts her.
Cecil and the other set their sights on the Fleet Commander who they work to bring in, though he does escape due to Raven Beak's interference. He also realizes that The Tesseract and Mooncake are both with Cassie which may mean Lord Commander could win this. Worse Raven Beak kills Mooncake, and takes the Tesseract for himself, this has Cecil pull back out and they decide to return to Japan to lay low.
Chapter 5: Return Of The Heroes/Raven Beak Strikes Again[]
Being the Reasonable man he really is, Cecil allows the younger heroes to live a sense of life while he and the others go to pursue Raven Beak's defenses to find an opening. He is able to find one with Betty and Larke Tanner and they notice a time distorting weapon being used. Cecil manages to get in touch with the others and tells them of this being their chance. He has Dexter Douglas sit out of the action due to them still not knowing how to get his powers to return.
Cecil is informed of what Larke found out and he settles on thinking how to get on Raven Beak and once they are attacked by Gravtik and his allies. He suspects Lizbeth has power to use to her advantage and allows her to do this. When Lizbeth's powers emerge, Cecil begins to feel It's Raven Beak wanting her powers as he and Larke discussed. Later he, Spider Noir and Tech know the E.M.M.I's aren't pursuiting them as a group of heroes were sent to the future and they're dealing with the E.M.M.Is. Cecil states this could work as long as the E.M.M.I don't get the jump as he knows from his work that they extract DNA and with Lizbeth's unstable DNA's hybrid of her, Larke's and Betty's that the E.M.M.Is were used to get Lizbeth's DNA for whatever power he wants out of her.
He comes to an idea, and decides to have Lizbeth's powers grow and see what new will emerge in her. He admits it's a risk but if Raven Beak is like anything Larke said, it may work out. He puts himself on the front line against the many attacks vaporizing and taking out Raven Beak's men. Even when the X Parasites atttack, he shows a lack of fear and continues onwards as he knows Lizbeth like Kate will use the new power she has to save the day.
Cecil manages to lead the operations and gets the X Parasites dealt with Connie's help. He gets his hands on his special weapons and gives them to the heroes to use for their upcoming fights. Upon reaching Raven Beak's fortress, Cecil gets all the frozen carbonite allies he has to safety while everyone is facing the Mawkin Guard. Afterwards he and Larke work to rebuild the city.
Chapter 6: The Arrival of Earth X[]
Cecil returns to the others and finds out about Earth X's invasion and gets the others to help deal with this attack. He also learns about Luan encountering them and what happened to Lizbeth's friends. He decides to prioritize facing Earth X's invaders over this and puts Tech and Blue Falcon in charge of getting the kids back with the wormhole.
Cecil takes on plenty of the Nazis to insure his allies get out of trouble as they decide to go after The Phantom Thieves. Betty, Noir, Larke and Cecil deal with some of the Nazis who try and tail them knowing they were leaked the info by someone who they were in contact with, As the others go to get the Thieves. They are nearly braided by Over Girl and her allies as Dark Arrow pursuits his own deal.
Arriving to Japan, he gets Ann and learns she is alone with Ryuji and Morgana being gone and Cecil gets her to work with them after repeling an another attack from The New Reich. Luan brings the others back to her hangout in Royal Woods to find something. Cecil talks to himself saying that it's likely she knows the Tesseract is gone
This is confirmed by Luan not being able to find it and he tips his hand to them and that he has it and is having Invincible and Atom Eve get it for him. They then head to Los Angles and get the tesseract not without fighting the New Reich and having Dark Arrow stand down for now.
Cecil is curious about what Dakota and Cavendish really know, as he can tell they know something as they knew The Space Stone was in there, and he did overhear Mark, Betty and Larke mention something about someone having ascess to the stones. He asks Spider Noir to try and get contact with the three's secret contacts for an answer.
Chapter 7: X Marks the Spot[]
Cecil having gotten the Space Stone, begins to look further into the past and finds out about the other stones respectively. When Dakota and Cavendish come back from something, he questions them on their knowledge and The two let him on what they actually know respectfully on the Stones.
Cecil decides that they need to get all the Infinity Stones before Dark Arrow and his followers do, and he can tell that they have one stone already as the scepter had the mind stone in it. Upon learning of another stone being found by Commander Airlock. Cecil approves of the heroes going after it and he goes with them intend to keep it safe from Dark Arrow.
Though it does take a good deal of actions and face offs on their part and going through trials, Cecil and the others find the Reality Stone and get it away from Dark Arrow. The Victory is short lived when Dark Arrow apparently got the time stone evening the score.
Afterwards, Dakota, Cavendish and him discuss how to procceed going foward for the other 2 Infinity Stones.
Chapter 8: Earth X's Last Stand[]
Cecil joins up with Steve and Peggy to locate the power stone while discussing with Dakota and Cavendish about the duplicate stones respectfully. He decides to personally help knowing it will be needed to get directly involved. Cecil does learn the time travelers as well as Mark have their own thing going on so he lets it go. Cecil knows Elsa has her own agenda by observation upon learning of Eliza's talk with her.
He comissions Tech to work on something to hold the Power Stone in, as he knows Eliza holding it while smart will be exposited by Dark Arrow. He also gets intel that Felciity was exposing herself to the stones to be able to defeat Dark Arrow, he calls this foolish of her as a non combatant. With Airlock, they decide to get the rest of their soliders to help out and take down the New Reinschmen
Agreeing with Kelly, he decides to help deal with the fallout and get rid of anyone still remaining. He does tell the agents to get their hands on his speedster damping devices.

Cecil is in charge of the situation and he is up against Levy and Rodrigo and he accepts the help of Pop Pop, Myrtle, Sterling and Beckett though he is a bit skeptical due to lack of knowledge and does decide to look into the past for them to get some help to return as he looks into all the other times Time Travel has caused uncertainty in the timeline
Part 8[]
With the other forces of N.Tropy contiuning their attack on the group, Cecil goes upfront and personal to lead his allies to a short term victory against Angstorm and Redneb. Later once everything is reached out by everyone out here. Cecil decides to go forward with helping the others return to their timeline and sets Tech E to work with those time agents to do just that with them.
Part 9[]
Cecil assists Walter and Lance in undercovering info for them on what is going with Dr. N Tropy and his plans. He also manages to get Cavendish and Dakota to assist Tech E, though the former two already have a time machine, he wants a time portal done so they can destroy it afterwards to prevent any other ways other than the time machine Dakota and Cavendish have to keep any possible foe from exposing their plans.
He has Lizbeth and her main group go after Tek Knight afterwards and leads the heroes with Pop Pop to deal with Angstorm and Rodrigo, before sending the others back afterwards.
Chapter 6[]
Cecil was assisting his allies in going up against what N.Tropy had sent off and he was greatly injured in the struggle and that he instructs his allies to take some measures against who they were up against.
Book 2: Interlude[]
With the situation in play here, Cecil decides to oversee and approve of going back to the past to do an investigation of the situation. He has Cavendish and Dakota take charge of the matter as he sends them back and acts as mission control for Neo Vought. He learns of the V Crusaders which he already had awareness of since he did look into Lizbeth when he first recruited her. As he and the rest of the heroes working with him go throughout their investigations. Cecil begins to develop a feeling that the culprit is Bender due to how much he has time traveled, and the fact that he became aware of the multiverse dimension hopping he did as well as learning about the shattering of an dimension due to him persumably. Cecil instructs Neo Vought to capture Bender for him, which Lizbeth protests due to her friendship with him, Cecil tells her that she needs to do this as despite this, she has to be aware of his own sketchy tedencies.
Dakota and Cavendish try to talk him out of it, that Bender for all his unethicalness isn't the one doing this and that something has to give. Cecil gives the two a chance and he is taken to the Time Variance and The Time Agents show him the bodies of Team Free Will and the footage of it. Cecil does note that the two aren't wrong and asks about the mirror dimension shattering, The two are able to determine that he was framed for it. Cecil decides to change targets to have Bender brought in but to get his help. Alt N.Tropy and Redneb put a stop to it and Cecil holds them to insure Dakota and Cavendish can tell the others having himself killed to do this as he tells Lizbeth he is sorry to have put this on her regarding her friend.
