The Anime Empire

Note: Not all anime villains have aligned themselves with the Anime Empire as they aren't all interested in establishing order as the whole lot of the much more evil alignment want to watch the world burn and be destroyed like Johan Liebert that not even Emperor X himself can keep those sick fucks tamed.  

And there are some anime heroes who are not part of the Empire. Because they are part of another hero group or have just left for their own reasons.

Emperor X cannot recruit every anime hero or anti-villain to his side as not all of them are aware of his empire's existence because the world's they live in don't have information released to the general public and some of them prefer to keep themselves in secret.
