Characters whom are members of sub-organizations like Ratatoskr, Peace Foundation or STAR LABS of United States of America cannot be added unless they have an official membership with the GPD or have an enormous influence inside of the organization that has global reach. The GPD the equivalent of ONU during the 2020s to 2030s decades.
