Council of Villains is Maleficent's second attempt of making a villian alliance after the fall out of the the first Council in Kingdom Hearts 1. It is lead by both Maleficent and Darth Quellus respectively.
They first appeared in LOTM: Dark Fates and serve as one of the main villainous factions in the story.
