Carta Issue (カルタ・イシュー Karuta Ishū?) is a character that appears in the Mobile Suit Gundam IRON-BLOODED ORPHANS television series.

Carta Issue first appeared as one of Gunther Prozen's minions. She and the Seven Stars are trying to stop the Time Jackers from murdering Gunther Prozen and his men; but end up being frozen and attacked by them. After the arrival, she and the Seven Stars made the deal with the Time Jackers. So that, she and the rest of the villains would work together to kill Sento Kiryu, Milinda Brantini and the rest of the heroes, However, Carta Issue learns that Leo Conrad and Sally Land had escaped the KOG HQ. She and the Seven Stars are trying their bests to capture them; but, it's already too late.
When Transylvanian Business has joined forces with Tekkadan, she and the villains had instructed Mikie Okamine in order to capture Norimichi Shimada, Futaba Ichinose and Chitose Karasuma with help of Gunther Prozen and his minions. However, their attempts failed again a second time.
After the Bruters were defeated, she and the rest of many villains attended the speech ceremony done by Gunther Prozen. She and the villains can be prepared to kill Yuinshiel Asteria and her heroic followers. So that, they'll be prepared to spread evil throughout the multi-universe. She and the villains were attack by the mysterious black woman named Ranko Kanzaki. She, the Time Jackers, Celestial Sphere, and the Seven Stars tried their bests to defeat her, but only to be backfired. He and the villains can realize the mistakes. So that, they can try again to be trained.
When the heroes had arrived on Earth, Carta Issue and the villains did attend the meeting together. She and the villains were shocked that Yugo and Alice had escaped with the help of our heroes. She and the villains arrived to attack the army of heroes led by Yuinshiel Asteria and her followers. Suddenly, she and the KOG members retreated after Wild Liger evolved into Beast Liger.
After the deaths of Leo Conrad and Sally Land, she was amazed that pleased that Touma Kamiyama and his fellow Kamen Riders had turned evil with the help of her master. She continues to work with villains just before the Death Saurer gets awakened. During the meeting, she and the villains were visited by Lucifer Langdon, the Evil Kamen Riders, the Deadmans, many villains, and many kidnapped heroines, including Mana Nagase and her friends. So that, they can perform the demonic alien animal experiment mutations on these former humans in order to kill the heroes led by the three leaders.
After the deaths of Matori and Takaaki Tenjo, Carta Issue made it to the final battle against the heroes under the command of Gunther Prozen. She and Wile E. Coyote fought well against Invincible, but only to be killed and defeated in the explosion by Invincible's Fleet of the Cosmos, together with Wile E. Coyote.
